The street gutters in this neighborhood have been filled with leaves since September. During the recent heavy rains, this condition has clogged the storm drains, causing rain runoff to back-up and not drain properly. I don't believe that it's the responsibility of the city to clean the gutters in front of your homes. If the city were to come in and remove the trees, there would probably be a major uproar. If you like your trees, use your yard waste container and dispose of the leaves.
