Thanks for the information I was not aware that's the reason why is been intermittent. I assume it was not working correctly. Is definitely, not a good idea to have changed this to an intermittent light. I live on Poplar St and go through this intersection almost every day, this weekend alone I witnessed drivers not willing to wait their turn, moving through the intersection as if there's no light. Hence, why I reported it out of order this am.
