Descripción
When turning left (north) on to South Capitol Street from M Street (eastbound) there is a green light. However, after about 30 seconds, the wesbound traffic on M street get a red light. The eastbound traffic and the traffic turning north on S. Capitol still have a green light but there is no green arrow. There's no way to tell when/if/why the westbound traffic is stopping. There should be a green arrow to tell when it's safe to proceed and the westbound traffic is stopped.
