Who says they're permitted to do that? Did you, by any chance, call the police station to confirm that what the officer did was 'company policy'? Or maybe confirm that they're giving their officers sufficient breaks? Or that the officer doesn't have a UTI or something?

it is one thing to be drunk in public and urinating on someone's lawn, and a completely different issue when a Police Officer is REQUIRED to stay in position, can't leave, and has to go...
