Thanks for reporting! The building was demolished and brought down during the week of September 8th. It was further "processed" (debris broken down into smaller pieces) during the week of September 29th in anticipation of the debris being hauled to the proper disposal facility. Off haul of debris is anticipated to occur during the week of October 14. A plastic cover has been placed over the pile to prevent wind borne spread of debris. With all due respect it will be fixed when the debris is actually removed . Neighbours have concerns of a public health nature , the building had considerable human waste contamination as well as trash , were these contaminates remediated / removed before demolition ? . If this bio-hazard was mixed in with the demolition debris 'which were damp and now covered with plastic , we have in effect a giant 'petri' dish and a huge rodent hotel . The neighbourhood has the right under LAW to be informed of the human health risk , or any and all laboratory analysis of the debris , this the law of the land and is part of the superfund law 39 cfr aka the 'Community right to know act' there is no discretion it is absolute . Posting the data on this site would be a good step towards compliance , otherwise providing hard copy to for instance, the residents of Saint Francis court and nearby neighbourhood groups should constitute compliance with these LAWS. Will the debris be disposed in northern California or is it RECRA waste ? this also is mandatory disclosure , please be lawful and provide the Community with the legally mandated disclosure . COV is stockpiling potential hazardous waste in a residential neighbourhood and could be subject to HUGE violations / fines which the Citizens will ultimately pay for .. Please be more specific , will the pile be there on a long term basis , are their health risks to the nearby residents , what is going on .

Why is this now classified as a Long Term Project? At City Council last week, Public Works Director Kleinschmidt said there are 2 facilities that can take this type of waste -- one in Central CA, and I think one in NV. The Council approved the funds for the clean-up. SOOOO -- what can possibly be the hold-up? You have the funds, you know the options, and the rubble poses a health risk just sitting there. Sooooooo frustrating!!!!!

Thank you everyone. We agree that the debris pile at the former Badge and Pass Building must be removed. The contractor's original plan was to raze the building and off haul the debris as simple construction & demolition (C*D) debris. However, during the demolition process the contractor discovered the presence of thermal system insulation (TSI) pipes that must be separate manually. The landfill site also requires the generator to "bulk" sample the debris pile - the results of which indicated an elevated level of lead. Staff have been working with the contractor in locating a disposal site and providing a certified transporter. The process has taken much longer than anticipated to the narrow number of certified transporters and the landfill's limited intake capacity. We anticipate approximately 2-3 weeks to off haul the debris to the Class I landfill. It should be noted that throughout the demotion process, air monitoring was being performed by an environmental consultant to assure air quality around the site.

Thanks for the update , perplexing comes to mind as do other words , this building had documented lead and asbestos containing materials in the structure , this was known well before the USN transferred the property to COV over 20 years ago .. The above description of the demolition sequence is in many respects a reverse order of regulatory requirements , industry best practices , and OSHA requirements .
The industry mantra is to test and certify before disturbing and always separate different wastes . If asbestos , lead containing waste and biohazard are blended together the result is a toxic stew that will be challenging to dispose of due to being 'mixed waste' . Land fills have permited / regulated axceptence
criteria as per EPA and State , specific site permits , and will often perform their own testing to ensure they do not jeopardise their permits . Can We presume the waste excedes the criteria for the hay road landfill in Vacaville and is in fact RCRA waste , as for a certified transporter , they are moving this kind of waste every hour across the Country in certified containments on certified trucks or via rial , this site has rail acess btw . Seems the obstacles encountered are related to project management and or consulting or a low end no bid contract without the appropriate specs ..

Meanwhile the plastic tarp/containment is starting to fall apart (as of 1022/2014so we can all benefit from having the debris blow all over the neighborhood

I would appreciate it if the City of Vallejo would respond to Ben P's remarks.

I wish you people on the city staff would be more forthcoming with information. Where can citizens find out what the levels of contaminants were? also who is hauling the stuff at what cost?
You should understand that the people who put up with the building for 15 years, while the city let it rot into the ground and be broken into and set on fire might be angry? And certainly have a right to information! this is not some "minor nuisance" when it is across the street!

The City said that off-hauling would begin on 10/28/14 -- however -- NO work has been done

When they come before you and lie or spew un-truths ,obfuscate facts they must be questioned before giving them one dime of public funds ---- not one dime ---- Period ....ASK THE HARD QUESTIONS at least it will be on the public record , and always ask what their cost of delivery is , and then hold them to it ..... I f this is a problem there are many private enterprises that can actually perform and deliver .........foood for thought ...........

Not to steal the city's thunder, but I emailed the Director of Public Works today, got a same-day reply (yay), with some good news: off-hauling is now supposed to start Nov 6, tomorrow!

Good Afternoon Ms. Carr,
We have a confirmed date of Thursday, November 6 (yes tomorrow) to begin the off haul of the debris from building 513. City staff is as anxious as the community to see this project completed. Dealing with the out of state waste facilities, their requirements to verify the type of material that will be acceptable, truckers schedules and regulatory permitting has been a challenge. Everything is in place and we have been assured that removal will begin tomorrow. Our environmental consultant will be on site preforming air sampling and the plastic cover will only be removed a portion at a time. At the end of each shift the cover will be secured.
