Did you go out and speak to these "City" people when they were on-site? There was no one from Code Enforcement present.
A site inspection will be performed the next time I am in the office.
The neighborhood may want to discuss the prospect of suing the elderly property owner and her son in civil court through a private nuisance lawsuit.

Thank you for the update. There is no law that would prohibit your neighbor from bringing items to their property.
The City issued a notice for the debris in view on 2/28. The City will re-inspect following the passing of the deadline in the notice.
The residents of this neighborhood would be within their rights to sue the elderly property owner & her adult son as a private nuisance in small claims court. A Superior Court Judge would have far greater leeway on awarding damages and prohibiting activities than the City has the legal ability to regulate.
