Unfortunately, you are talking about a property owner that is NOT meeting their responsibilities to the residents. Not sure why owners like this are permitted to do business and own multi-family complexes when they continue to participate in unethical, illegal, and unjust practices. These lights, have been out for a month now, there are office staff and maintenance that live on property so not only has the issue been reported to them, but they also can see it for themselves. The point is that HC has a property owner that is not operating with the standards required by Federal, State, and City laws, codes, ordinances. These lights being out, being pitch black dark in the back of the property where police have to be called on a regular basis, where non-residents come to party, exchange drugs, steal cars, cut through field to abandon building back there, etc only add to the multiple problems and public safety risks that occur back here AND the government owned field behind the property. I will take the below
"acknowledgement" by the city as a "report to someone else it is not our problem" response.

If you would please post these regulations, I will present them to Code Compliance and see what we can get done.

I agree, Animal Lover, With the last response from the city, "If you would please post those regulations....", now they have moved to b.s. tactics, treating the "reporter" like they are the problem instead of doing their part to fix it. If I have to look up and post the specifics of regulations that city government should know to get paid in their position with the city, than we are merely wasting time. There are Fair Housing laws, Federal, State, and City laws and codes regarding buildings, regarding safety and health, there are State regulations regarding maximum occupancy. And as you and many others have pointed out, there are immigration laws as well. Another neighbor told me about this site and the purpose of reporting here was to TRY to FINALLY get something done and to make the city aware of how this property owner and management are running this community within Haltom City...we made the mistake that the city would want to know what is going on and, since they are running a city with multi-family residential complexes, they would know the regulations and laws and be prepared to take action when the complexes within their city limits are not running in an acceptable manner! When they allow these complexes to continue to run like slums, it absolutely effects the entire city!!!

And we have light....for now! At least now we can see the thuggy gang boys, drunk men and the daily criminal elements lurking in the back and in the field and we have at least a somewhat better chance to get into our apartments. Geez, the least they can do if they are going to allow this complex and city to turn into a slum over-run and controlled by criminals and thugs is keep it well lit so the rest of us can see it before it hits us!!!!!

having the lights back does help and nice of someone to get them fixed, but this place needs more than just fixed light and an occasional drive through from police, it needs further investigation regarding business and leasing practices, violations regarding fair housing (discrimination and quality of living here-Title VIII of the Civil Rights Act of 1968 Fair Housing Act), public health (men allowed to urinate outside, wherever-Texas Health & Safety Code - Section 121.003. Powers Of Municipalities And Counties), utility/sewage strain due to too many adults living in units (we have water and electrical issues weekly), check Texas state maximum occupancy guidelines/regulations-Texas Property Code - Section 92.010. Occupancy Limits,

I was just going to ignore the request by the city to "post these regulations" basically because I was so angered by it! In addition to all listed below (which truly are just a start), you can do a search for Haltom City Municipal Code and it will give you a link to the entire code document for the city. I guess city employees need to read that entire document. Maybe pay close attention to the sections on Garbage/Trash, Public Safety or Police and Fire, Water/Sewage, Public Health...and these are just the city level ordinances. Since HC adopted 2003 International Building, Plumbing, Mechanical, Residential, Fire Codes you can go through those as well. Also might review/refresh on The Immigration and Nationality Act and/or liaison with I.C.E. since there are reasons to believe many of these men are not in the United States legally and considering there appears to be a gang element involved as well.

Sec. 2-322. - Conflicts; additional remedies.

(a)

Nothing contained in this article shall be construed to conflict with any state or federal law and shall be in addition to any rights granted thereby. (b)

Nothing in this article shall be construed to prevent the city or any inspector from performing inspections or abatement work without the necessity of a warrant or order where authorized by law.
